This is true. Their CS just said me that they don't have a license to offer services in Bulgaria so they are unable to accept players from that country, but in their Terms & Conditions it states different:
"U.S. residents, Maltese residents and residents of Turkey are prohibited from playing any of the SITE's games for real money."
I'm sure that they just have outdated info on their site.
