Types of Licences

The Government of Gibraltar introduced the Gambling Ordinance in 2005 to denote the borders of the online gambling legislation in Gibraltar and to contemplate its way of functioning. Internet gambling is defined as remote gambling and there are essential difference in comparison to those of non-remote, domestic gaming and betting activities.

Therefore, depending on their business, companies can apply for one of the following licenses: bookmaker’s license, betting intermediary’s license, gaming operator’s license, gaming machine license, lottery promoter’s license, pools promoter’s license, and remote gambling license

Major Casinos Only

The jurisdiction of Gibraltar is arguably the strictest when it comes to requirements for prospective casinos. Perhaps most limiting is the fact that the Licensing Authority will only consider casinos that are “blue chip” establishments. In layman's terms, this means that it's no coincidence that only major brands are licensed by Gibraltar – a strong business presence and reputable history are requirements.

Cash on Hand Requirement

Any casino licensed by the jurisdiction of Gibraltar is required by the contract to keep a sufficient amount of liquid funds on hand to pay their players. The amount required is based on information about the casino's revenue that Gibraltar gathers on a regular basis. The Licensing Authority must also be confident that players can get their funds in the timeframe specified by the casino's terms.

Account Auditing and Recordkeeping

Once an online casino is approved by the Gibraltar Gambling Commissioner, they are expected to furnish a regular amount of records. Most important is information about the bank accounts the casino uses to hold and process deposits and withdrawals. A casino is required by the terms of the license to have an annual financial audit conducted to ensure that all funds are accounted for.

On a more general level, the terms of the license establish the jurisdiction of Gibraltar as the effective management of the casino. This means that the authority can, at its own discretion, require the casino to provide additional documentation as felt necessary. This strong oversight gives players the reassurance that they are playing with a reputable company.

Randomness Requirement

The jurisdiction of Gibraltar requires its licensees to demonstrate truly random play both to the Authority and to their players. All casinos with a Gibraltar license must have independent audits conducted on a regular basis. The results of these audits, including the actual return for the games, must be presented on the casino's website for public viewing.

Disputes

The Gibraltar Gambling Authority is noteworthy for having an entire page of their website dedicated to assisting players with getting disputes resolved. Their policy is first to direct players to working with the casino one-on-one to reach a resolution. If the player feels that his or her dispute is exceptional, he or she can fill out the Complaint Resolution Request Form and send it to the Authority via an email attachment. This structured protocol ensures that players can get the assistance they need in a timely manner.
