Kahnawake Gaming Commission

The jurisdiction of Kahnawake is a Mohawk Territory located within the borders of Québec. The territory is home to the Kahnawake Gaming Commission (KGC), one of the most popular online gaming regulators in the world. Types of Licenses Available

One of the reasons Kahnawake is chosen by online gaming companies is the fact that they can obtain a variety of licenses from them. Whether an online gaming site provides an online casino, a sportsbook, or an online poker room, Kahnawake can officially regulate them. This is particularly useful for sites that offer two or more of these types of services.

The Commission issues four types of licenses:

  • Interactive Gaming License (IGL) for an approved hosting facility in Kahnawake. Only one IGL may only be issued at any given time. Since 1999 Mohawk Internet Technologies has held the sole IGL issued by the Commission.
  • Client Provider Authorization (CPA) for the approved entities to provide interactive gaming services (such as casino, poker and sports-book). No limited amount of these license types may be issued. The valid holder of this license is called an Authorized Client Provider.
  • Inter-Jurisdictional Authorization (IJA) for an approved entity that holds a valid interactive gaming license issued by another jurisdiction (the primary jurisdiction) and that wants to locate some or all of its equipment and personnel within the Mohawk Territory of Kahnawake.
  • Key Person License (KPL) for at least one person who operates managerial or operational functions for the entity that holds a CPA.

Randomness Requirement

If an online casino is licensed by the KGC, you can know for a fact that its games are genuinely fair. During the application process, the online casino must undergo testing by third-party auditing firms that are affiliated with the Kahnawake Gaming Commission. These include NMi, TST, iTech Labs, and Gaming Associates. Only once the casino passes these tests can they receive their Kahnawake license. Furthermore, the casino must continually provide proof of fairness in order to retain their license in the future.

Approved Agents

In addition to requiring that a casino provides a fair game, the Kahnawake Gaming Commission also hires approved agents to screen prospective owners. Their duty is to ensure that each applicant is up to their ethical standards. This process allows the KGC to get an accurate picture of each prospective licensee. Kahnawake will only provide a license to an online casino if they feel their owner(s) will be fair, honest, and professional.

List of Licensees

There is always a chance that a casino will use a fraudulent Kahnawake Gaming Commission seal. In order to prevent this from happening, many casinos will link to their entry on the official KGC website when you click the seal. If they do not, consider checking on the KGC website the list of “Permit Holders”.

Dispute Resolution

Kahnawake has gained a very good reputation in recent years for their handling of player complaints. Their policy is to work with players and casinos to reach a fair resolution in a timely manner. Although most issues can be handled by working with the casino and affiliates, the Kahnawake Gaming Commission will gladly take over a case if a player still feels they are being treated unfairly. Depending on the scenario, the KGC may employ their full-time dispute resolution officer to the case.
