Loco Panda Casino - Refund still not received after 15 days

I won in Loco Panda Casino 100$ from no deposit bonus (met rollover ofcourse). For verification they ask from me my credit card and my ID. Also they ask from me that i made deposit of 21$. After all they said to me that i dont have right on 100$ because this is not my first no deposit bonus. I said that is Ok and ask from them that just back to my neteller account 21$ from deposit. They closed my account and told me that 21$ will be on my neteller up to 10 business days. From that day now is 15 business (20 days actually) and they dont wanna pay my 21$. For me this is so silly that i dont understand what will be that i won some cash. They take the risk of negative reputation because of 21$ and that money is not from them casino, just deposit.
