A bank or an electronic wallet does not control whether you buy bread or replenish the casino - it's your money and your decision. But when you receive a withdrawal to your card, this is the receipt of third-party money, so such transactions undergo a longer verification process. That is why the terms for crediting withdrawals of funds differ from the terms for crediting deposits.
