Pocket Vegas Casino - Holding onto my money for no good reason

at the start of September I was registered with pocket vegas and I decided to self exclude for the casino but I had a balance of £6623.26 in my account at the time of self excluding, I had to do the usual send every piece of banking information to them to allow them to release my funds, they then proceeded to send £2000 to my paypal account then stated to me on the 7th September 2018 that they had to send the remaining funds to my bank account and it would take 3-5 days to clear which I accepted, Friday 14th September 2018 rolled around and no money hit my account, so I contacted pocket vega to see why it hadn't been sent. they then informed me that it had to be sent to paypal but were experiencing issues with paypal, so I I decided to contact Paypal and they told me there are no issues with pocket vegas and it only takes a few minutes to send them money, pocket vegas will not allow me to speak to payments or tell me exactly whats happening, its now in the 3rd week without being sent my money back, what can I do to get my money returned from them? none of the funds were bonus funds or even winnings, I just deposited the money then decided to stop so tried to get it back.....3 weeks later I still don't have it...
