Bovada Casino - Sent bad check, now charging me $100 for sending a new one

In September 2018 I withdrew $1100 from my bovado account. A Canadian check arrived a few weeks later. I deposited the check into my bank account with no problem. Two weeks later I receive an email from Bovado saying, “because of a printing error, we had to return the funds back to your Bovado account”.
I then look at my bank account to see that my account is missing the $1100 I previously deposited.
I call Bovado for clarity on the issue and to ask for another check. The customer rep told me I would have to pay a $100 fee because it hasn’t been 90 days since my last withdraw.
My last withdraw is the same dollar as the one I want to make right now! Bovado sent me a bad check, then put the funds back into my Bovado account, and wants to charge me $100 for another check.
If I pay $100 for another check... what prevents this from happening again. The next check they send will be $1000, if it’s bad again, it will goto my Bovado account, and then with another $100 fee for another check, the new amount will be $900.
The customer rep only guided me to bitcoin. Was told they could not waive any fee for a new check.
