V.Partners - Negative Carry Over issue

So after couple of months that I had joined V.partners I realised there was a negative carry over althought there was supposed not to be one. That was back in 10/2018, I contacted the support via a ticket and they assured me that Negative Balances are reset at the beginning of the month. So i just thought there was a small bug and it would be fixed.
After having some personal issues I had to spent some time on other things and didn't check on the V.parters site since I thought I would be paid normally.
After quite some time that I was on track with my problems I checked to realise that there was still a negative carry over. Once again I contacted via a support ticket and then through Skype with no luck unfortunately.
They just told me that negative carry over is not for everyone althought in my first ticket they told me that negative carry over will normally take place in the first monday of each month
All in all the total ammount that should have been paid is 353.26 EURO.

Dear MRPOKOS

We would like to apologize for the inconvenience caused by the mistake of the manager who was a part of V.Partners team approximately two years ago. After internal investigation, was found out that in very deed there was an assurance from our side to change the conditions, however, it didn't happen. At the moment, T&C are completely different and unfortunately we don't offer anymore NNCO as a standard option of the Affiliate Program. Since we admit an error of our former employee, our team will activate NNCO on the account of yours and pay the commission in an amount equal to 353.26 EURO.
