Well, you can call it a "no-max cashout" as well. "the max conversion after wagering completes is $15 but whatever you win from the $15 should you continue to play is withdraw-able?" - this is correct. Still, we call it max cashout because some of the players prefer to withdraw after completing wagering requirements and we prefer to mention max washout 15$ not to confuse them ;)

I see it as a Max cashout, however would be sad to see you lose thousands if you happen to end up with $2000 after wagering and have to continue again.

There's no max cashout after free spins bonus. The amount you won you can withdraw. As for sign-up bonus - this is how it works so far and the terms are on the website, not hiding anything   :D
