We observe that there was a refusal on the part of the issuer, a request to use another card for withdrawal.
We also received additional information from the payment provider that the moment is that from the side of your bank for deposits one, and for withdrawals another.
Also we observe additionally that you had a deposit from this card on 16.10.23, during this period of time you may have reached certain limits of the issuer.
