Not so long ago, the iGaming space in Europe resembled the Wild West in the 19th and early 20th century in the US. Nowadays the online gaming market in Europe is changing, strongly moving towards regulations and gambling frameworks. Italy, as the second largest European gambling market after the UK, has been focusing on setting the legal frameworks for online casinos and game suppliers. According to the latest news from the AAMS, 80 applications were submitted for new franchises.
Compliant with the Tender Terms
In our previous post about the application process for new online gambling licenses named Italy Launches Public Tender for 120 Online Gaming Licenses we walked you through the most important information regarding the licenses, as well as tender terms and conditions.
As you know, it’s not possible to get the technical approval and acquire an “umbrella”, which is how the Italian licenses are referred to, without the certification of the platform, online slots and other games. Additionally, the process also requires a special type of communication to be enabled between the operator and AMSS servers in real time.
The ADM received 80 offers for the new franchises for online gambling.
The good news is that 80 offers were presented to the Amministrazione Autonoma dei Monopoli di Stato (AAMS), now Agenzia delle dogane e dei Monopoli (ADM), proving that Italy is on their way to becoming more gambling regulated than before.
Several Operators Submitted Multiple Offers
Hoping they would get the licenses which will be valid through December 31, 2022, all applicants took the tender terms seriously submitting applications that were compliant with the requested requirements.
However, a number of operators have submitted offers for multiple concessions, thus the true number of applicants goes around 70 operators. The homeland of pizza, mascarpone and spaghetti expects close to 16 million euro income from the entire process.
Italy has come a long way from not allowing any kind of gambling activities, to legalizing certain parts of gambling under specific conditions. The reason why the Italian government decided to go with the strict rules was mainly the result of the desire to decrease the possibility of having negative effects often associated with the iGaming industry.
The ADM Selection Commission Gave Their Opinion
Following the tender process, representatives of the ADM commented: "The Selection Commission for the awarding of 120 concessions for the remote exercise of public games, as well as for related activities and functions, is as follows:
- Dr. Fabio Morera, General of the Army Corps in reserve of the Guardia di Finance as President
- Dott. Canio Zarrilli, Manager of the Regulatory Office as a Member
- Dott.ssa Eliana Ananasso, Delegated official pursuant to art. 4-bis paragraph 2 of Legislative Decree 19/06/2015, n. 78, of the Enalotto Office as a Member
- Mrs Floriana Calvani, employee of the bingo office as Secretary
- Dott. Fulvio Robino, employee of the Audit and Controls Office as Deputy Secretary
With subsequent measures which are to be brought by the Director of the Central Management, gambling taxes and other games related aspects will be defined according to the mode of operation".
