So, for example,
1. A casino lets you open multiple accounts
2. The casino closes your accounts ONLY if you try to withdraw your winnings (from one of your accounts)
3. The casino does not try to cancel your account if you LOSE bets (from one of your accounts)
This means it is in the casino's interests to encourage people to open multiple accounts. Because if the customer loses, fine, and if the customer wins, that is also fine. Allowing multiple accounts is an insurance against ever having to pay out.
This system is obviously unfair and against their gaming licences rules.
If a casino insists on shutting down an account because there are multiple accounts (and stealing the winnings), it should be forced to shut down all the customer's accounts and reimburse them any bets made and lost in those accounts.
It's not fair to people who might have created a new account because they lost access to their old accounts, or people who forgot they had an account with a particular casino.
