African Palace Casino - Unacceptable payment plan for my winnings

I have attempted a withdrawal of $19000 with African palace casino. The casino has entered me in a payment plan of $2500 per week, they tell they are having trouble with international transactions. I have spoke to the casino on many many occasions to have this matter resolved and my total amount owed payed. This will take 8 weeks to pay my money which is totally unnacceptable, they have acknowledged that they would accept any value deposit from me but can not pay my whole amount owed

Firstly thank you and please note that we've taken this matter further.

I can confirm that there is currently an International transfer problem which we're currently experiencing and we're working around the clock in order to resolve.

Furthermore we will inform you as soon as when we can commence with the agreed payment plan as described.

We do apologise for the inconvenience but rest assured this will be resolved soon.

This is in no way acceptable, it is immoral, un ethical and probably illegal. That money is not the casinos property it is mine. by the look of reviews online this practice and excuse has been used for 10 years, I geuss thats why your are listed as rogue casino all over the internet.
Also this week the scheduled payment has not been made. Why??? You choose to put me on a 'payment plan' when I win and don't even stick to the regular payments. The balance owinf to me needs to be payed in full
